I had performance issues with a host & after they tried to improve things I decided to move host. I backed everything up using the steps you describe & everything looked like it was going well. I installed wordpress on the new host’s server and went to restore my site only to find that the backup zip file contained a single text file with the legend; “you do not have access to this database!”

My old host, in trying to rectify the problem I was having, changed the mysql database password.
